Terms and Conditions for Request for Proposal and Submission Process: 

1. Eligibility: This Request for Proposal is open to all artists, artist teams, and creative professionals. 
2. Submission Process: Interested individuals or teams should submit a complete proposal package by the submission deadline specified in the RFP. Proposals should be submitted electronically via artcall.org 
3. Proposal Requirements: All proposals must include the following items: 
   1. A portfolio of previous work (3 page max).
   2. Three (3) references, including name, relationship, phone number, and e-mail address.
   3. Statement of interest in the project (1,000 characters or less).
   4. Statement of experience with youth and/or community OR, if you have not had the opportunity to work with youth and/or community in the past, how you expect to interact with and value youth and community voice in this project (1,000 characters or less).
   5. Mural concept proposal.
      • Description of concept. This does not need to be highly detailed. (2 page max).
      • Images (no limit). We encourage you to include images to help the committee better visualize your concept.
      • The top three (3) selected artists, or artist teams, will be given an honorarium to further develop their proposed concepts.
   6. Description of how the artist(s) anticipate working within the given timeframe (1 page max).
   7. A list of any specialized equipment or knowledge required for installation.
   8. Statement acknowledging the project’s total budget cannot exceed $39,000 and includes all proposal expenses, including execution of mural, materials, rental equipment, general liability insurance coverage and contingency (if applicable). A detailed budget is only required for the three (3) finalists, to be notified on May 28.
4. Evaluation Criteria: Proposals will be evaluated based on the following weighted criteria:
   1. Artistic merit and creativity – 50%
   2. Alignment with the themes outlined in this RFP – 20%
   3. Project feasibility and timeline - 15%
   4. Budget and cost-effectiveness - 5%
   5. Experience working with youth and community – 5%
   6. Colorado-based artist or team - 5%
5. Ownership and Copyright:
6. Artist represents and warrants to the SCRGP, that Artist possesses the exclusive right to negotiate copyrights with respect to the Work. Artist further represents and warrants to the City that the Work is solely the result of the Artist’s efforts and is the creator of the Work, that the Work is unique and original and does not infringe upon any known copyright, and that the Work is free and clear of ay liens or claims from any source whatsoever.
7. Budget and Payment: This project is budgeted at $39,000. Payment will be made in installments, with a portion paid upon completion of specific milestones.
8. Timeline: The timeline for the project will be specified in the RFP, including the deadline for proposal submission, selection of finalists, mockup submission, and completion of the mural. 
9. Changes and Cancellation: The sponsoring organization reserves the right to cancel or modify the project at any time. The selected artist/team will be notified immediately in the event of any changes to the project.
